NPA Security Consulting is licensed by the Ministerial Decree (FPS Home Affairs) of 17 March 2005 to provide security consultancy services.

Belgian legal framework on security consultancy

The law of 10 April 1990 (Last modified 7 May 2004) regulating the Private Security Sector requires that anyone who provides security consulting services be licensed by the Federal Public Service (FPS) Home Affairs.

This protects the customer by ensuring that security consultants are reputable, experienced and properly regulated.

Article 1 §6 of the law defines a security consulting firm as:
"the natural or legal person providing consultancy services to third parties to prevent criminal acts against both people and property, including the conception, execution and evaluation of audits, analyses, strategies, concepts, procedures and training in the field of security".

Not only technical aspects but also management advise and juridical advise on security-related matters falls within the scope of this definition.

The security advice can cover different aspects.

Some examples listed in the parliamentary documents of the Senate and Chamber of Representatives:

  • Auditing to identify, implement or improve protective security measures;
  • Analysis of security threats and risks;
  • Development, conception and evaluation of security concepts, strategies and plans;
  • Follow-up on the implementation and realisation of these concepts and plans;
  • Development and evaluation of security procedures;
  • Development, organisation and evaluation of security training programs;
  • Provision of security management services.
